Not believing in aliens is like taking a spoonful of water from an ocean and saying, there are no whales and sharks in the ocean because there are none in my spoon.
Risk-based sample narrows our search for sharks and whales
Incorporating relative risk into our calculations reduces the number of spoonfuls we need
Including a number of random samples ensures that we are not biasing our samples in such a way that we conclude the ocean is only full of whales and sharks
